That's Full Screen mode, which has been available since, well, the  
first public release (v0.2). As with any fullscreen mode on the Mac,  
you can always leave it using the Escape key, as well as by using the  
menu item in the View menu (which you can get to as you describe) or  
its dedicated shortcut Shift-Cmd-F.

And I can assure you that Skim will never launch in this mode, so you  
must've switched it on yourself.
