It does, it's the control showing a sample of the line style in the "note lines 
and borders" section.

No you did not, otherwise the preview would show a dashed line, which it 
doesn't. Again: you have to select the control and THEN change the style. The 
lines panel is NOT the preference, it's a tool to MODIFY the style somewhere. 
Just like the Font panel and the Colors panel work.
