This is a reply from the Apple app support :

This is Clarke with the iTunes Store Support Senior Advisor Team. It has
come to my attention that you have issues with an app on the iTunes Store.
I would be happy to help, but the iTunes Store Customer Support team does
not evaluate and review these applications, so I can't give you specific
information.

If you are the creator or original rights holder of the original
application (http://skim-app.sourceforge.net/), you can contact Apple
Developer Support regarding this issue:

http://developer.apple.com/contact/

If you are not the creator or original rights holder of the original
application, I recommend contacting the creator of the original developer
(Skim) and they can take action on their own behalf.

Thank you for bringing this to our attention and I hope that I have
addressed your concerns. Please let me know if you have any further
questions regarding this particular matter.

Sincerely,

Clarke
iTunes Store Customer Support
Please note: I work: Mon-Fri 8:00am-5:00pm CST

Therefore, original developers should take action on this.

Best regards / Cordialmente,
