Preview must have a workaround for this bug, because this is an event handled 
by PDFKit, not by our custom code. This is also what tells me that Apple must 
have known about this bug even before 10.10.0 came out.

You mean it had the same problem in 1.4.10? That should be impossible. In 
1.4.10 there was a (partial) workaround for this bug. I removed that because 
Apple assured me they had it fixed, and the workaround did not work all the 
time (and moreover made it impossible for an actual Apple fix to work). That is 
even more annoying.
