About a year ago the US gov't decided that satellite elements should not be so
freely distributed.  You can still get them, but from what I can see from the
way CDC handles satellites, it has not been updated for this.  When I try to
use it for this, it tries to download the elements from Mike McCant's site, but
you can't get them from that site anymore.

You can still get them from the gov't at <http://www.space-track.org>.  You
have to sign up for a user name and password there.  Then put the TLE files in
the cat\satellites directory.  I'm guessing that your current elements are
probably too old to be accurate, so CDC is giving you an error message.

One other site that has been authorized to distribute them is Celestrak, at 
<http://celestrak.com>/NORAD/elements/
