Exactly, try this experiment.  Use the find tool for Venus, right click and 
lock on to venus, then get your info.  Today, for my observatory, it says 
culmination is at 11h00m.  So setting that time I get a similar result that you 
do.  But by setting the time increments to seconds, I can advance and see that 
Venus actually culminates (180.00º) At 11h00m17s PDT.
