Check that SkypeWatch messages are enabled in Verbosity settings. If you don't even see an option like that in your verbosity settings, chances are you're not actually running SkypeWatch for some reason.
You can also type Alt+Shift+F9 and tell us what you hear. That command only works if SkypeWatch is running. If you get an unknown script call message, SkypeWatch is not running. If you get something about there being no messages to show, SkypeWatch is running but not collecting info. And if that's the case, make sure you have enabled the appropriate items in Skype's Options > Notifications page.
