I don't think this is a bug, but it is a difference. I have not commented on this until now because I wanted to find out more before writing. But here's what I know:
I have seen that in Skype 4, a person's name does not leave the participant list when the person drops out of a conference. If you can manage to get focus onto that person's participant list entry and press the Space bar, the person will be redialed. There's probably a way to do it with the mouse also. Unfortunately though, I don't think arrows navigate the participant list at this point. I have not experimented much with Skype 4 conferencing, so please feel free to correct me if I'm wrong with any of this.
