People who are not on yur contacts list can still send you requests. You still have the decition to add or ignore them. You will know this as you will see that "this person has ot shared there ditails with you."

However, I remove these automatically-added people from my contact list straight away, therefore they can't call me or send me an IM, although of course there's nothing to stop me getting requests from them again. It's very rare that someone sends me a contact request twice, though.
