Yes, but is the word "connected" language-dependent? Because if I use
the word "Вписани", witch is the direct translation of "connect", the
command doesn't work. Is the word "connected" also taken from within
Skype itself and it is dependent from the Skype's interface language?
And if so - witch is the string in the Skype language file, witch holds
this word "connected"? I found a lot of occurrences of the word
"connected" in Skype's language file and don't know witch one to use.

The two things you see in quotes are the italian words for connected
and that RightShift+4&o&c is because I've set the skype command key to
RightShift+4.

The exception is the one witch says a summary of all connected
contacts - it doesn't work. The main command for hearing a summary
of all connect contacts (CTRL+SHIFT+O) doesn't work also. Witch
strings should I localize and in witch files, in order for the "list
of all connected contacts" to work as it should? And if I have to
get a string from the Skype bulgarian language file and insert it
somewhere in the scripts, witch is this string?
