This may seem like a strange suggestion, but try this sometime: 1. Make sure Skype is not running.
2. Unload JAWS and make sure there are no other screen readers running. 3. Load JAWS. 4. Load Skype. The reason for this suggestion is that Ctrl+Shift+S broadcasts the current state of the screen reader flag, but it can not turn it on. If you have loaded and unloaded a screen reader while another one is running, you stand the chance of shutting the screen reader flag off, which would prevent Ctrl+Shift+S from being of any help. The sequence above should guarantee that the screen reader flag is turned on. If this solves your problem, the next step would be to evaluate your startup routine to see if something you're doing might be disabling the screen reader flag regularly.
