You should absolutely never, to date at least, have had to log in to get a copy of Skype. Logically this would be completely self-defeating as it would prevent the establishment of any new Skype users. :)
I have, though, seen pages that make it look like you're supposed to log in first. I don't remember how that happened though, which is why I didn't weigh in on this thread until now.
