First of all, good job on providing the error log I needed to figure anything out for this. :)
But this one is odd. %APPDATA% is supposed to be valid on all Windows versions of which I am aware. It becomes the full path to where a lot of your application-specific data files are stored. The installer requires that expansion to work, and I know of no reasonable way to avoid that requirement. So the question is, why does %APPDATA% not work on your system? Which Windows version and Windows language are you using, including any service packs, customizations, home/premium/starter level, etc.?
