That's not a Windows version that I've seen cause weird problems. Starter versions can do that.
The failure to expand %APPDATA% is a Windows issue, not a script or installer issue, as far as I can telll. I therefore think this would be a question for Microsoft or a Windows support forum unfortunately. That's a pretty core feature of Windows, and I'm very surprised it is failing for you. I've definitely never seen that happen before, even on 64-bit Windows versions.
