Your question is certainly a sensible one. Here's what's happening
though:
When you make a call, the contact you're calling moves out of yoyur
contact/conversation list and up above it into a separate list for active
calls. Focus, however, does not follow this, so it lands on your next
contact, and causes the speech you're hearing.
So I would say, if it's a bug, the bug is that Skype does not keep focus on
the contact you're calling.
