It is very likely the person is trying to download the Skype installer using the Internet Explorer app rather than full Internet Explorer browser. There is a difference in how the app verses full browser works. If you press the alt key and have very few choices, then you've opened the IE App.
Tell the owner of the Windows 8 computer to make sure he or she launches the full INTERNET EXPLORER 10 browser from start screen and not using start screen search. Once the full INTERNET EXPLORER 10 has been launched, go to Tools > Options > and within one of the tabs there is a checkbox which will always use the full INTERNET EXPLORER 10 browser when one types it into start screen search box and when clicking on a link and such. You will in effect force all IE related information to open with the full version of INTERNET EXPLORER 10. Now you can go to the Skype website and download the desktop version of the Skype installer.
