That appears correct: The Skype that comes with Windows 8.1 requires a Microsoft account, but the Skype for Windows Desktop version and the versions for other platforms like MacOS and iPhone do not require this. I have heard no indication that this will change, and I confess I would object if my current account were forced to rename, possibly to the point of discontinuing Skype use.
