I used to share my screen via Skype, but I don't know if you can now. Sharing to someone else should either be accessible or should again be made accessible by Microsoft. :-) Of course, you will not be able to view someone else's screen via a screen reader this way.
So as to whether Skype screen sharing is accessible: If you want to share yours, it should be or is. If you want to see someone else's, that won't happen in Skype I think.
