Technical details on what we know so far, in case this is useful to anyone:

The problem stems from Skype, and IE I believe and maybe a few other apps, 
sometimes returning valid
IAccessible objects but that throw errors when you try to access any object 
properties. "Sometimes" appears to
mean for certain calls - a consistent set of them - but not all calls. The 
error thrown means there is a
typlib that is not registered. Attempting to reregister oleacc.dll in system32 
and syswow64 folders did not
help at least in my tests under Windows 8.1.

you could start putting back the offfice addins one by one and  seeing which 
one makes the skype scrips work. It could be a piece to  the  puzzel and
