We could fast forward to the future reality...

Now that more people that need to be aware of the issue at hand are aware of 
this project then over the next year a lot of problematic scripts will be 
reworked (especially where the new functions are relevant). So by the time 
script limits are implemented they will no longer be so direly needed. However 
they are still needed for the edge case and intentional resource abusers. But 
overall the vast majority will most likely never be affected at all and many 
new residents acquiring the better scripts may never even know the limits exist.

The double plus is that with the limits the system capacity can be better 
planned and scaled.

That reminds me that I need to go delete that box of n number of free scripts 
that mostly includes junk that won't even run anymore. Elimination of bad 
examples to go by/learn from would go miles for improving things overall.
