Today, there's a rather high limit that, if exceeded, causes severe thrashing. Most servers are below that limit, and not thrashing. If the new limits cut in well before that thrashing limit, but also well above typical usage levels, things should be good. The problem is the swimming pool analogy, which is germane, if limited by showing only one side of the issue. However, if the limits are high enough, the hardest-hit residents will be those with the smallest parcels who are relying on very low script usage of their neighbors. Yeah, that'll be a bummer, but as I see it, any solution to this raises more problems than it solves. Another problem is that, given a fixed budget, people will tend to use up that budget. To address this, I suggest we have two levels; when going over the recommended level the parcel tools signal "yellow" but no limiting is in force. The higher limit is enforced. Sure, many will simply ignore the yellow, but many won't, and it'll be a clear signal about what is considered safe and healthy. Those with smaller parcels will be less likely to heed the color; those with larger ones are far more likely to since their impact on the whole is greater -- they're more likely to shoot themselves in the foot, so they'll be more likely to use a trigger guard. It would send a useful message. Argent argues for a bonus for smaller parcels. We should seriously consider allocating the difference between reasonable levels and critical levels to smaller parcels. This bonus could be calculated assuming all 512 parcels -- dividing the total difference by 65536/512 to calculate a per-parcel bonus, applied regardless of parcel size. It would be insignificant for full-region parcels, but substantial for 512's. The bonus might need to be reduced proportionately for parcels smaller than 512, to avoid catastrophic overcommitment in regions with lots of tiny parcels.
