Hello, To my understanding everyone does have a vote, but a *binding* vote is reserved for committers only. Committers should have a look at the non binding votes to ensure maximum democracy. The members of the PCM set the overall project direction, in my opinion they decide the creation of new projects.
Everything, which is Slide specific, can be decided by the votes on this list, with committers having binding votes. I found some infos on http://jakarta.apache.org/site/roles.html.
