This is the correct spirit, yes, but legally, only the PMC is 
responsible for the legal oversight, so only the PMC can decide that 
actions to do that might lead to legal responsibility. A release is one 
of such acts.

no, a PMC is not entitle anymore to create a new project. The incubator 
has such responsibility.

Which leads to the question: why do we need a PMC for a container 
project? to which I answer "we don't, let's get rid of it", but history 
and ego play a big role in those discussions and not all jakarta 
projects want their own PMC.

The reason why I want Slide to exit jakarta and earn its PMC is exactly 
to make this 'de-facto' operation legal and reflected in the foundation 
hierarchy of projects.

Keep in mind that some of that info is not up-to-date since it is 
partially in conflict between "highly-codebase-focused PMCs" (HTTPD, 
APR, Ant, Cocoon) and "container-oriented PMCs" (jakarta, xml, db)

The role of the committers/PMC is not (unfortunately) the same across 
the entire foundation... and making it homogenic will require some 
time.
