Open points at license conversion:

1) Many files under ./proposals/wvcm and proposals/jcrri have not copyright

related to the JCP? Otherwise which year should be used for the
copyright?

use 2002

2) ./src/share/org/apache/slide/search/basic/expression/ GenericBasicExpression.java
had no copyright notice and strange author tag. I added a copyright notice.
Is this okay? Jrgen?

all source files must have copyright on them

3) ./src/util/org/apache/util/MIME2Java.java has a additional coyright message
related to IBM. How to handle this.

Remove and uniformize. I think we should make an effort to remove those classes in the future anyway and start depending on some of the commons classes.

4) Most of the non java files including all the testcases
 have no license attached.

if a script is big enough to be considered non-trivial, it should have a license, especially with the 2.0 which has a smaller boilerplate.

I think all files, which had a 1.1 license are converted
except MIME2Java and some files in src/webdav/client, which
Ingo will probably delete tomorrow.

Cool, nice job!
