Nope. If you download the trail of MS sharepoint portal server (200MB) from msdn.com, you'll get 3x the necessary dlls (11.0.5510.0 same in Office 2003). I personally updated a simple NT4-IE5 to handle utf-8 by replacing only msdaipp.dll and msdapml.dll.
