No, not sort-of. This is precisely the way BIND was designed to work.
The relevant man page (resolver(5) on Linux or resolv.conf(4) on Solaris)
says this:
nameserver
Internet address (in dot notation) of a name server that the
resolver should query. Up to MAXNS (currently 3) name servers
Note the first line. It *must* be an address.

Correct.
Sure, you could make the resolver lookup /etc/hosts if /etc/resolv.conf
contains a name for the name server, but why bother? You'd still need to
enter the address manually, so you don't save on maintenance. All you do
is add an extra level of indirection, which gains you absolutely nothing,
and gives you one more thing to go wrong.
