If it's relevant, and sent by a SLUG "member", it's not SPAM.
If it's not relevant, then it's most likely not welcome (although possibly
not spam).
If it's not from a SLUG "member", then it's spam.

If you've subscribed to this list then you've already invited others to
send you slug-related (which thus linux-related) emails. These could take
many forms, including for sale ads.
The only possibly exception here is commercial ads. As far as I'm concerned,
as long as they are from SLUGers, they are not too frequent, and they are
marked as commerical ads then I see no problem with them being posted under
the same rules as above.

Since when? In about 10 years of net use (and a few years of BBSes before
that) I've never come across a valid claim that sigs should be a max of
2 lines. The more normal "standard" seems to be up to 4 lines long.
In fact, from the "Signature, Finger, & Customized Headers FAQ" (available
at ftp://rtfm.mit.edu/pub/usenet/news.answers/signature_finger_faq ) :
