Instead shouldn't they have developed and published a standard, and then
let whoever wanted to develop software compliant with that standard ?  (ie
- let MYOB develop an appropriate tax module...)

I'm confused - I thought the tax department was about collecting taxes,
not developing, distributing and supporting software while aiding the
growth of a well known multinational monopoly.
