Is crap - yes, they DO get a permit, but they also ride more than 2 abreast, block
roads for other legitimate road users, ride through red lights / across pedestrian
crossings, and generally make themselves unpopular with the general public.
Great way to make a point... NOT !!
Personally, they ride in front of me without signaling, I hit them... Simple..
