There are (at least) two possible reasons modems won't work through Commanders.
Firstly, the ones that I've seen use 4 wires, rather than 2. One pair for
normal communications, one pair for signalling. Using a normal modem/phone
cable on these doesn't work.
Secondly, if the PABX is new enough, the connection between the PABX box and
the handset is digital, not analogue. Sticking an analogue device like a modem
into a digital PABX socket is a good way to fry it. There are devices being
sold for travellers to test phone sockets so they won't destroy their modem
on a digital PABX (ie: in hotels etc)
