Incorrect.
Commander systems, _by default_ cannot have a normal modem plugged into
them.
However, with the addition of a "two wire module", it's perfectly
possible, and I have done it on numerous occasions.
The availability of a two wire module depends on the model of Commander
system - some have them, some don't.
The reason for this requirement is too off topic to go into here.
