Seen this before, and I'll see it again. I bet it's at a University.
Clues: (1) Require a degree to do work that someone with a degree
would be way overqualified for. (2) Odd salary range. (3) Pay is
rather on the low side.
I think the "job perks" are supposed to make up for the low salary.
Things like time off for study, internet connection to the desktop,
slack working hours, casual dress requirements, feeling of importance
and self-aggrandisement while bullying innocent undergrads into
complying with "policies" that are generally made up on the spot.
