I'm assuming this is some form of government institution?

If so, then that's about the going rate for skilled IT staff. And they
wonder why government departments have trouble keeping good staff? There's
your answer.

What they don't mention is the {most likely} 10% super {compared to the
legally mandated 7%}, ample leave and fairly relaxed employment
conditions.
