you should be able to manually load the module before it brings up the
network (in /etc/rc.d/init.d/somewhere).

icewm is fairly lightweight while still being functional, although
i doubt the wm will make too much difference.

I've found adding more swap can solve "swapping like crazy" - doesn't make
sense, but i've seen it work.
use top to see what is running and shut down what you don't need - X and
netscape will be your biggest hogs but on a standard Mandrake install
you probably have sendmail, half a dozen apaches and other stuff you
probably don't want if you are just using it as a web surfing box.
