Are we confused here guys ?!?

I think you need to differentiate between:

"line" = physical copper cable

and

"line" = connection to the network (internet or phone)

ADSL allows you to have both services on a single copper connection. So
you do need a "phone line" (ie. copper) installed, but you only end up
paying for the one copper connection.
