There is no interface in Linux to export this information. Even the
driver itself doesn't keep track of the interface speed or duplex
settings.
Your best bet is to grab the appropriate diagnostic tools from
http://www.scyld.com/diag/ and peek at the hardware direct.
Use `mii-diag' and `something-diag', where `something' depends on which
NIC you use.
Even then the output can require some interpreting...
