It can understand v4 packages, but it doesn't create them (so rebuilding
a source package gives a v3 binary, not a v4 one). Also, the rpm
database format (for storing installed packages and dependencies and
whatnot) has changed between versions 3 and 4, so rpm-3.0.5+ inserts
things into a version 3 type of database.
