I wouldn't be that surprised - I'm living just outside Slough atm (yes yes, don't 
laugh) 
and Telewest have decided not to bother rolling out cable here. Telewest also
seem to be utterly unbothered about providing a decent -read, any - v90 based 
ISP.
Guess I'm going to go BT when RedHotAnt go down the tubes :(((
