They most prolly are, but you need to authenticate using chap. That fact is
sitting on my web site. Did you run the adsl-setup script? It puts your
username and password in both the chap-secrets and pap-secrets files.

I'm wondering whether that is because you have DEBUG turned on within the
script. Seeing as though you now have it working, I'd remove the DEBUG flag
from the script.
When you run adsl-start, you should see the following:
# adsl-start
.connected!
#
> local IP address 61.9.177.216
> remote IP address 172.31.18.24
> primary DNS address 61.9.128.13
> secondary DNS address 61.9.128.16
Looks to me like it should be working now. If you still don't get anywhere,
have a look to see if you have a default route

These are PPP heartbeats, just checking to see whether the link is still up or
not. I think if it sends a few of them out and never gets a response back, it
will deem that the link is dead.

You definitely shouldn't need to do this.
