I think that's not how IRC does it.. What IRC hackers do is scan ports like
23, 3128 etc which is open and they relay through it and appear as that
machine rather than themselves.. Some IRC server now check your ports when
you connect on IRC for these ports and if they are open it'll lot allow you
to connect to the IRC server..

I've seen this happen.
