Probably for Windows users. ADSL gives you a dedicated line to the 
exchange. Cable is shared with your neighbours, similar in effect to being 
plugged into the same HUB, therefore any blocking of known 'problem' ports 
such as SMB/CIFS - aka Windows file sharing, is probably done between 
'HUBs' on Cable. When I had a cablemodem I could see broadcast traffic, 
arp requests and all sorts of packets that should have been kept local to 
the subscriber.
