ADSL runs over standard phone lines (from local exchange to customers house/unit/cave). As such, provided your local exchange is ADSL equiped (most of them by now?) and you satisfy the conditions (proximity to exchange, line quality,etc), you can pretty much take your pick of ADSL ISPs.
