I did  a little checking on the validity of this and 
guess what? shock, horror! its a fake.

I contacted the peruvian consulate and spoke to various
people there and they were most surprised that an in-
house letter had found its way onto the internet. So
they did some checking with various Peruvian Govt 
people and could find nothing about it.

I asked the consulate for an email to deny the Peruvian
Govt did not create this letter, however, it is the policy
of the Peruvian Govt not to hand out denials, only confirmations.

So, I asked for a confirmation that it was a fake! And was 
reassured that this was condusive to a denial. Anyhow, the
long and short of it is, The Peruvian Govt will not confirm
that the letter originated from any Peruvian Govt Department.
