I did a little checking too on this guy.
Haven't called anyone, but I don't speak any spanish at all
However the politician is real, and he has introduced a bill regarding free
software.

under the section about senate legislation there is a bill regarding free
software. Its in spanish, but an online translator helped me out.

Its seems a logical step in the political lobbying process that arguments
from both sides of affected parties should put their case forward.
Denial or not, this letter seems to have a logical reason for existing.
