[SLUG] Simple Newbie Questions

G'Day Gang,
I have a couple of simple(to you guys) questions regarding Red Hat 7.2 using KDE as desktop

1: When a new program is installed from the root account how do I make it available to the other users?

2: I am using Apache to test cgi scripts and need to set up a mail server. Does Apache have mail server capabilities and how do I add new users to it, or do I need a separate mail server to do this?
