I'd recommend ATI's All-in-Wonder cards, as they capable of recording tv at 
640x480. bt8x8 chips cards ( including cheapo ATI TV-Wonder) are only capable 
of recording at 320x240 resolution
Not sure if latest Radeon tv cards are supported in linux, but my old trusty 
All-in-Wonder Pro is just magical
