An open list is fine, but an open list should have a spam filter 
on it and it currently doesn't.

I know our wonderful admins have just put a bunch of work into
fixing things after a server failure. I'm sure that as soon as
they get some time they will put the spam filter onto the new
mail server and this list will go back to its largely spam free
state. Until then people will just have to be patient.
