Sounds like an antenna issue... my topfield pvr can pickup all digital streams, and so can my Twinhan Mini Ter PCI DVB cards. Of course all these operate from the same signal antenna with a booster to supply enough signal strength to all rooms in the house. If anyone is interested, I've been writing the following docs for getting Ubuntu and the Twinhan Mini Ter cards going on breezy out of the box. http://heimic.net/wiki/index.php/Twinhan_VP3020C_PCI_HDTV_Tuner_Mini_Ter_Mythtv_Setup_in_Ubuntu_5.10 Looks like the remotes can even be used with lirc, but I will try that tonight. As I got some info on how to do it.
