I've heard good reports about these guys: http://www.digitalstar.com.au/They can build-to-order and you don't have to pay the microsoft tax on it unless you really want to ;)
As for dual DVI's, I bought a NVidia 7300GTS ("Winfast" variety IIRC) card to fix a PC at work this week for < $125 and it has dual DVI - it even came with two DVI->VGA adapters (if that's important later on).
