The idea was the timekeeper (a person) sat in the front or second row of the audience, and set the lamps to green 1/2 way through the talk, amber with 10 minutes to go, red with three minutes to go, then used the buzzer at time, and the bell one minute past time. Of course, being a person, the timekeeper had some discretion. And the times had to be adjusted for talk lenghts: for quick one-minute talks, we used only the buzzer.
